About Workforce Development at WCAPDD

The Workforce Innovation and Opportunity Act (WIOA) is a federal program that helps people with barriers to employment find jobs, access training, and build the skills needed for long-term career success. It also supports employers by connecting them with qualified workers and resources to strengthen their businesses and promote economic growth.

In West Central Arkansas, the Workforce Development Board sets the overall vision and goals for the regional workforce system. The West Central Arkansas Planning and Development District (WCAPDD) carries out that vision by serving as the administrator and fiscal agent for WIOA programs. In this role, WCAPDD manages funding, hires and supports staff, and provides program oversight for the Arkansas Workforce Centers in the region.


Job Description of a Workforce Administrator:

The Part-Time Workforce Administrator provides administrative, compliance, and board support services for WCAPDD’s Workforce Development Department. Working closely with the Director of Workforce Development, this position helps maintain WIOA program compliance, supports board operations, and contributes to key workforce initiatives. This role is ideal for someone with a background in workforce development, nonprofit or public administration, and strong organizational skills looking for part-time, impactful work.


Duties and Responsibilities of a Workforce Administrator:
 
  • Coordinate planning and logistics for Workforce Development Board (WDB) and committee meetings, including:
      - Preparing agendas and materials
      - Recording meeting minutes
      - Tracking member terms and rosters
  • Ensure adherence to board bylaws, open meeting laws, and appointment requirements
  • Support administrative documentation required for:
      - Board certification
      - Policy updates and plan submissions
  • Assist in the research and maintenance of local/regional WIOA policies, ensuring timely submission and board approval
  • Track and summarize changes in federal and state workforce policies and assist with local implementation
  • Support internal compliance reviews and maintain alignment with state and federal documentation requirements
  • Assist with Eligible Training Provider List (ETPL) documentation and reviews:
      - Verify SOC/CIP code alignment with the Arkansas Projected Employment Opportunities List
      - Work with providers to ensure documentation in AJL
  • Coordinate with the Planning/Performance/Finance Committee in reviewing training provider applications
  • Provide general support for One-Stop operations in Russellville, Morrilton, and Hot Springs (as needed)
  • Support additional workforce development administrative duties as assigned

Minimum Qualifications of a Workforce Administrator:
 
  • Associate or bachelor’s degree in public administration, business, nonprofit management, or a related field (or equivalent experience)
  • At least 1–2 years of related experience in workforce programs, compliance, or public-sector administration
  • Strong written and verbal communication skills
  • Proficiency with Microsoft Office Suite, PDF editing, virtual meeting platforms (Zoom/Teams), and general document management
  • Detail-oriented with the ability to manage multiple tasks and deadlines in a part-time capacity
